Google Maps identifies zoom levels by number, 0 being the highest level of zoom and 17 the lowest.

I don't notice any appreciable shift in the line at this zoom level. Notice that the limit line is south of the little bump of land jutting out into the river that the upper offset line passes through. |

At zoom level 2 the line has shifted about 0.25 km north of it's true poistion. Now the limit line is north of the bump of land referenced above. |

At zoom level 0 the limit line has shifted nearly 3.15 km and is off the map to the upper left. |
This anomaly does not appear on all maps and does not appear the same way on all parts of the same map. Sometimes the angle of the line changes; sometimes the line shifts position as above. And sometimes the line just won't draw.
And, at least in this case, it doesn't occur at all when I use IE 6.0.290 SP2 on my computer as illustrated by the maps below.
